Is it a good idea to discipline someone else's kid?

There is one kid in our apartment who has been constantly harassing my son. My son is not that kind who will fight for his rights. He has been coming home and complaining since last few weeks. I tried to tell my child to keep distance from the other boy. I did not send my son to the common play area for a day or 2. But again when he started going he came back with the same complain.
What do I do? Should I go and try to discipline the child myself or should I talk to his parents?
It would be better to go ahead and talk to the child's parents rather than trying to discipline him on your own.
You can go ahead and talk to the child only if you are close to his parents or you think that the concerned child will really listen to you. Otherwise its a waste of your energy and child will also get one more opportunity to misbehave.
Sometimes if you go and talk to the child's parents they do take it as a complain and they may get rude with their child which you may not want and it may not be helpful also.
I am telling this as I have faced something similar when one of the classmates of my daughter used to bully her and instead of talking to the child or teacher I went ahead and talked to the parents. And later I felt very bad as what I came to know that the child got beaten by her parents. This did not improve the child's behavior instead her feeling towards my daughter got worse.
