Its definitely time to let your daughter know about menstrual cycle. By this age your daughter might be very well aware of the differences between male and female and some of the biological systems of the human body. You need to explain a little about sex.
You can start to tell her from simple thing like how woman give birth to baby. And for this how the woman's body has to be prepared. And this starts once a girl reaches her puberty. From that time only how every month how a woman's system undergoes a change and prepares to have a baby. And at the end of the cycle if the woman is not pregnant the uterus lining is shed.
