For toddlers books should have lots of pictures. Actually things should be represented in the pictures. Less words as this age kids will just look at pictures and you should read short sentences good enough for your daughter to understand.

I used to get books which described a character's day to day activity. I got some for my daughter which had a character in it named Pepper. One example is "Pepper takes turns".

These books mostly has picture and less of words. My daughter loved to look at these pictures and listen to the stories.

These days you can find all the books for small kids with lots of pictures.

Some simple stories like the "Lion & Rat" or the "Thirsty Crow" etc. etc. which our parents used to tell us when we were kids will also be good. And you can find pictorial books for such stories.
